STATE SUPPORT

State Support

There is a growing understanding of the role the ICT industry should play in the Belarusian economy.  In September 2005, the decree #12 "On High Tech Park” was signed by the President of Belarus to raise competitive capacity of the national economy and its IT industry. In June 2009, the first production and administrative facility was opened in the High-Tech Park .

In December 2001, the Scientific and Technological Association “National InfoPark” (IT Incubator) was set up by the decree of the President of Belarus on the State Support of Development and Export of Information Technologies (#234, May 4, 2001).

On June 24, 2003, the Belarusian Government passed a resolution on the formation of the Fund for Financial and Technical Support of the Development and Fostering of Informatization Processes in Belarus. The Fund fosters scientific and technical activities aimed at the IT development of the republic through financial assistance to legal entities.

On December 4, 2009, the Chamber of Representatives adopted the draft law "On digital document and digital signature" to stimulate the market's growth.

In addition, the Government has approved a number of national programs for the support of ICT development, including:

1. State Program of Informatization in the Republic of Belarus (Electronic Belarus) for the years 2005-2010
2. State Program of Development of Technical Infrastructure Supporting Banking Plastic Cards Use for 2006-2010
3. Republican Program for All-Round Informatization of the Education System of the Republic of Belarus for 2007-2010.
4. State Program of Innovation Development in Telecommunications for the 2008-2010 Period adopted by the Ministry of Communications and Informatization
5. State program “Electronic Manual” to develop electronic educational resources for the system of education of the Republic of Belarus for 2007-2010
6. National Program of Innovation Development for 2007-2010.

Two programs aimed at the informatization of the national educational system were adopted:

1. Republican Program for Informatization of Educational System for 2007-2010. Approved by the Council of Ministers on 01.03.2007.
2. State program “Electronic Manual” to develop electronic educational resources for the system of education of the Republic of Belarus for 2007-2010. Approved by the Council of Ministers on 26.12.2006.
