Presidential Decree On High Tech Park
On September 22, Alexander Lukashenko, President of the Republic of Belarus, signed the decree “On High Tech Park”. This legal act is aimed at establishing a Silicon Valley's peculiar analogue in Belarus. The purpose of the High Tech Park foundation is to raise competitive capacity of the national economy and its IT industry. The guidelines of the Park's activity are not only the development of information and communication technologies (ICT) in the republic but also export of these technologies to different countries. Under this decree, a special legal regime will function within the High Tech Park. High Tech Park residents will receive a number of benefits and privileges as regards taxes, custom duties, insurance dues, offshore charges, and rent rates. Largescale companies that have their affiliates beyond the bounds of the Park are also allowed to become High Tech Park members. In addition, it is possible to build social objects and apartment houses on its territory. The area of the Park is 50 hectares and it borders the territory of National Academy of Sciences in Minsk. It is planned that the execution of the decree will unify science and production in Belarus.
